The Congress of Unions of Employees in the Public Service

The Congress of Unions of Employees in the Public Service (CUEPACS) was registered under the Trade Union Enactment on October 23, 1957, just a few months after the country gained independence. During its 62 years of existence, CUEPACS’ main goal has been to improve working conditions in various aspects such as recruitment, working hours, promotions, disciplinary procedures, salaries, allowances, and retirement benefits for its members.

History of CUEPACS Establishment

A few months after our nation achieved independence, on October 23, 1957, the Congress of Unions of Employees in the Public Service (CUEPACS) was registered under the Trade Union Enactment. Among the main reasons for the establishment of CUEPACS was to improve the work environment, encompassing aspects such as recruitment processes, working hours, promotions, disciplinary procedures, salaries, allowances, and retirement benefits, which have become integral parts of the nation’s workforce for 62 years.

To realize these objectives, various strategic plans have been implemented.
